[Bug] Glocks limited to 32BGC despite max_glock_amnt ranging to ~1TGC

blue glocks are still spawned with max_glock_amnt up to the old ~1T range as best we can tell (I recently got a new one in the 600B range), but any max_glock_amnt over 32B is internally capped to 32B.
Obviously, glocks can't take > 32B per xfer without taking a percentage the way market and escrow do (or else we will just use allied glocks for defensive fast transfers and route around the 2.0 xfer limits).
Either the stat should be capped at 32B, or some way to take up to the current range with a fee to prevent abuse should be devised.
