[bug?] scroll clamps to top/bottom

All the scroll areas (but most noticeably the main panel) clamp really hard to the top/bottom now. It's very hard to scroll away with a trackpad because you have to swipe so hard, you shoot way farther than you want (or else it just feels like scroll is broken because it doesn't move). Before 2.2 the clamping was much more subtle and didn't feel so brokenly sticky.
