Make DATA_CHECK more approachable for newbies

The way DATA_CHECK was first introduced to us vets, through `Ceve``A.``Lmonitor`, was fantastic for us -- wrapped up a new lock in a nice little lore bundle. If you're a new player, however, Eve hasn't mentioned her monitor anywhere a new player could even hope to see since the launch of the mechanic back in mid-September.
Since then the number 1 question I've seen n00bs ask is about DATA_CHECK (even more-so than l0cket at this point); the formatting for the answers especially; and it's gotten so egregious that there needs to be something done in-game about it.
Perhaps making V1 DATA_CHECKs return the expected input format or something could be useful (it'd break some current crackers but having to tweak a line of code or two to make the new player experience immensely better sounds like a worthy sacrifice), maybe add something to `Cteach``A.``Lme`, add something into the vLAN maybe; SOMETHING seriously needs to be done about this though.
