[Feature] Scripts that always run in context of owner

`DPLEASE ARCHIVE THIS` I realised too late, but this idea already exists here https://hackmud.com/forums/bugs_features_ideas/_feature__generic_call_script_as_script_owner though my ideas for implementation were different (probably worse) --- It would be neat if when uploading a script, you could specify it to always run in the context of the script owner. Because these scripts can only negatively effect the script owner and not the caller, these scripts could also be FULLSEC. I'm thinking something like an upload flag. `C#up` `Ascript owner-context` If this is added, people could upload scripts that export their `Fsys` scripts as an alternative to relying on more `L_to_caller` and `L_of_owner` `Atrust` scripts being added to the game.

The barrier of "which scripts can actually work like that" is actually great for balancing, because sys.manage_of_owner, and sys.access_log_of_owner would be quite overpowered.
