[oversight?] official rules are not officially shown ingame

the official rules, here at the forums, are almost entirely impossible for new players to find ingame unless another user tells them about it, or they find the forums on their own, which is a similar issue. i personally think the rules link should be added to the brief code of conduct splash message when you start the client.
(if i've missed the rules and they *are* available ingame, do tell me where)
