[Chat API Idea] Add more info when being rate-limited

When being rate-limited, adding (an approximate?) time of when to try next would be helpful, especially to create_chat (for auto-retry logic). Adding this to chats might make it more likely for people to run right on the edge of the rate limit, tho.
